When driving around in full daylight and sunny, I see some AI drivers having their lights on, while others have them off. The lights in the game, like many intersections in real life, are on a timer. You are just having the bad luck of hitting them on red. This is not an oversight. Having them always change to green as you approach would be completely unrealistic. ;) In real life, if traffic lights work correctly.
